Another related thing we have is a category blacklist. So, that warning should not have popped up. Yet, when I checked your last two publish attempts that triggered that notice, the categories on either side of the transaction are not listed as blocked in the filter’s list of conditions. That warning is triggered by our blocked category abuse filter ( Special:AbuseFilter/4).
